| dc.description | Barley and wheat are winter crops substitutes in production. Prices of wheat, malting barley and feed barley, among other factors, determine that producers lean toward the production of wheat. In the face of the implementation of measures affecting exports of wheat and barley, the proportion of land devoted to each crop has shown different reactions in the last fifty years. In the case of introduction of export duties, being generally similar for both crops (neutral on relative prices), the share of crops almost has not changed. By contrast, the implementation of quantitative restrictions to the export of one of the products has other effects, which are analyzed in this paper. Restrictions on wheat exports generated significant incentives to increase the area planted with barley, to the detriment of the area of wheat. This effect would be temporary and the elimination of export restraints in December 2015, it would be expected that the participation of each crop on the total surface comes back to values similar to those of ten years behind. This may also impact on the supply of raw material of local malting industry. | - |
| dc.description | La cebada y el trigo son cultivos de invierno sustitutos en la producción. Por diversos factores, entre los cuales tienen un rol importante los precios del trigo, la cebada cervecera y la forrajera, los productores se inclinan hacia la producción de trigo. Ante la implementación de medidas que afectan a las exportaciones de trigo y cebada, la proporción de superficie dedicada a cada cultivo ha mostrado diferentes reacciones en los últimos cincuenta años. La introducción de derechos de exportación, al ser generalmente similares para ambos cultivos (neutrales en precios relativos), casi no ha modificado las participaciones. Por el contrario, la implementación de restricciones cuantitativas a la exportación sobre uno de los productos tiene otros efectos, que son los analizados en el presente trabajo. Las restricciones a la exportación de trigo generaron importantes incentivos para el incremento del área sembrada de cebada, en detrimento de la de trigo. Este efecto sería temporario y con la eliminación de limitaciones a las exportaciones de diciembre de 2015, se esperaría que la participación de cada cultivo en la superficie retorne a valores similares a los de diez años atrás. Esto además puede impactar sobre la provisión de materia prima de la industria maltera local. | - |
